I do not have it on my Nexus S. If I had to guess, I'd say either it was a 2.1 feature that was removed in 2.2 and up, or that the phones that have it, have it as part of modifications made by the manufacturer or the carrier. It would be nice if Google implemented this feature as part of stock Android. :-( Obviously this feature is NOT available on all phones. I do not have it on my Nexus S.
